KANDUNGAN BAJET 2013 FOKUS KEMAKMURAN RAKYAT | Bajet 2013 akan memberi tumpuan terhadap pengagihan kemakmuran rakyat dan kadar pertumbuhan ekonomi negara dalam menghadapi cabaran ekonomi untuk tempoh jangka pendek dan jangka panjang selain mengekalkan dasar fiskal sedia ada.
Tumpuan Bajet 2013 kepada dua aspek itu penting memandangkan ia merupakan asas bagi polisi ekonomi yang telah diamalkan sejak dahulu iaitu setelah Malaysia tidak lagi mewarisi prinsip pasaran bebas yang diperkenalkan oleh penjajah.

ISI PENTING BAJET 2013

  1. Bonus penjawat awam sebanyak 1 bulan setengah gaji. ( Raya, Disember dan Januari)
  2. Peruntukan utk Bajet 2013 ialah RM251.6 bln. Perbelanjaan Mengurus ialah RM201.9 bln & Peruntukan Pembangunan ialah RM49.7 bln.
  3. 1.5 mil youths with monthly income of RM3,000 or below will get RM200 for purchase of a 3G smartphone
  4. Govt will extend 50% discount on KTM Komuter fares to all Malaysians with
  5. Bagi merangsang pelaburan, krjn akan perhebat pelaksanaan 12 Bidang Utama Negara (NKEA)
  6. BR1M 2.0: bantuan tunai RM500 kpd isirumah berpendapatan kurang drpd RM3,000
  7. BR1M2.0: bantuan tunai RM250 kpd individu bujang berumur 21 tahun ke atas dan berpendapatan kurang drpd RM2,000 
  8. Bagi pembangunan Perusahaan Kecil & Sederhana (PKS), Skim Pembangunan PKS berjumlah RM1 bln akan dikendalikan oleh SME Bank
  9. RM30 juta diperuntuk bg Pelan Induk PKS (2012-2020), melibatkan 32 inisiatif termasuk 6 prgm berimpak tinggi
  10. Dana Industri Halal pula sediakan RM200 juta utk pembiayaan modal kerja PKS yg usahakan pengeluaran produk halal
  11. Skim ini akan memberi had perlindungan maksimum sehingga RM5,000 & krjn akan biaya skim ini dgn peruntukan RM16 juta setahun
  12. Perbadanan Nasional Bhd akan memperkenalkan prgm “Business In Transformation” menggunakan model “licensing” atau “franchising”
  13. PNS akan beri pinjaman RM25,000 bg “licensee” & RM500,000 kpd “licensor” dlm usaha memodenkan perniagaan penjaja & peniaga kecil
  14. Krjn perkenal insentif cukai bg menggalakkan pengusaha swasta dlm pembangunan industri minyak & gas
  15. 1) Pengecualian cukai pendapatan 100% utk 10 tahun; 2) pengecualian cukai pegangan; 3) pengecualian duti setem
  16. Paddy farmers below 10 hectares will fall under the Paddy Takaful Coverage Scheme with compensation of up to RM13, 000
  17. SC akan perkenalkan Graduate Representative Program dgn kerjasama sektor swasta bg melatih graduan memenuhi keperluan industri
  18. Pengecualian duti setem & cukai keuntungan harta di peringkat awal penubuhan amanah perniagaan
  19. RM100 juta utk Yayasan Pasaran Modal bg pembangunan modal insan bg industri sekuriti di bawah kawal selia SC
  20. Pengecualian cukai pendapatan bg tempoh 10 tahun kpd syarikat berstatus TRX
  21. Bantuan Persekolahan RM100 kepada pelajar sekolah akan diteruskan.
  22. Bantuan Bauchar buku akan diberikan dan ditingkatkan dari RM200 kepada RM250
  23. Pelepasan cukai pendidikan anak-anak bermula dari gaji ibubapa yang berpendapatan RM6000
  24. Utk tambahbaik SPRM, 150 perjawatan akan ditambah sehingga 5,000 anggota
  25. Geran RM10,000 kpd persatuan penduduk berdaftar utk aktiviti rondaan di kawasan kejiranan & mempertingkatkan peranan rukun negara
  26. Tambahan 10,000 ahli Pasukan Sukarelawan Polis dan pemasangan 496 unit CCTV di 25 buah Pihak Berkuasa Tempatan
  27. Diskaun 20% pinjaman pelajaran PTPTN akan diberikan kepada mereka yang mula membayar pada bulan Oktober 2012
  28. Perluasan 5 RTC & mini RTC di seluruh negara bg sediakan perkhidmatan komuniti & hasil pertanian di satu pusat integrasi
  29. Pembinaan 441 km jalan luar bandar & jalan perhubungan desa akan manfaatkan 220,000 penduduk
  30. Projek bekalan air akan manfaatkan 24,000 rumah & penyambungan bekalan elektrik akan manfaatkan 19,000 rumah
  31. The My First Home Scheme will be improved to enable more Malaysians to own their first residential property
